Policy on the Distribution of Informational Materials
And the Use of Public Bulletin Boards and Spaces

The Wayne Public Library maintains public bulletin boards and spaces for the distribution of informational materials in the main library and the Preakness Branch.  These spaces are intended to further the Library’s Mission by facilitating the exchange of diverse information and ideas.

Library bulletin boards and spaces for material distribution will be used to display and distribute information about the library and library sponsored programs and exhibits.  If these spaces are not being used by the library, they may, at the discretion of the Director, be made available for use by the public on equal terms, regardless of the beliefs or affiliations of individuals or groups requesting the use.

The terms for public use of bulletin boards and spaces for distribution of materials are:

The space is available to organizations and individuals engaged in non-profit educational, cultural, intellectual and charitable activities.

To insure equitable access to the spaces for the entire community, the Director may establish criteria regarding the size of material to be displayed or distributed, the length of time materials may remain, and/or the frequency with which material may be posted or distributed by the same individual or group.

Individuals or groups wishing to distribute material in the library must do so from a space designated by the library and the space must be supervised at all times.  An application must be submitted in advance of the date of distribution and approved by the Director before distribution is allowed.

All material for distribution must be placed in library designated display areas.  Additional tables or outside furniture may not be used for distribution of materials.

The library reserves the right to remove time-dated materials, older material so new material may be posted or materials which do not comply with guidelines established by the Director.  The library takes no responsibility for notifying users of the space when the supply of materials to be distributed is exhausted.

The provision of this space for public use does not constitute library endorsement of the contents of notices or literature being distributed or of the beliefs of organizations or individuals using the space.

Notices being posted and literature being distributed will clearly identify the person or organization responsible for the contents.

The library retains the right to deny the space to any notices or material that do not comply with these terms.  Violations of these terms may result in denial of future access to the space.

The Director is responsible for the administration of this policy and for establishing administrative procedures for its implementation.
