Wayne Public Library Patron Rules of Conduct Policy

The following activities are not allowed in the library:

  • Eating or drinking, except in the Friends Room and the Meeting Room during scheduled activities.

  • Playing of audio equipment so that others can hear it.

  • Use of cell phone.

  • Smoking or use of alcohol or controlled dangerous substances.

  • Carrying of a weapon into the library unless authorized by law. Any person authorized to carry a weapon must notify library staff that he/she is carrying a weapon in the library.

  • Bringing animals into the library except those needed to assist a patron with a disability

  • Misusing the restrooms (i.e., using as a laundry or washing facility).

  • Leaving a child under the age of 10 unattended in the library without the supervision of an adult.

  • Talking loudly, making noise or engaging in other disruptive conduct.

  • Solicitation of contributions or signatures.

  • Conducting surveys without the permission of the Library administration.

  • Photography on the library premises without the permission of the Library administration and all those photographed.

  • Patrons without shoes or shirts.

  • Interfering with another person’s use of the library or with the library personnel’s performance of their duties.

  • Engaging in unlawful sexual conduct, including but not limited to public indecency, viewing obscene material or offensive touching.

  • Destroying, damaging or defacing library property.

  • Stealing library materials.

  • Threatening or physically harming staff or patrons.

  • Engaging in any activities prohibited by law.

  • The library is not responsible for personal items left in the library.

  • No personal phone messages will be relayed by the staff to patrons except in the case of emergencies.

Violators of the Code of Conduct will be subject to the following penalties:

  • For first infractions, violators will be asked to stop such actions. If they do not desist, they will be required to leave the library for the remainder of the day. 

  • For repeat offenses, the Library Director or designee may withdraw library privileges for up to 30 days.

  • On a case-by-case basis because of the serious or repeated nature of the offense, the Library Board may extend the loss of library privileges to 90 days.

  • The police will be called in the case of illegal activity or when the safety of the staff or patrons is a concern.
